If they can site a local ordinance limiting occupants, that it is an "unusual situation", etc. then you're SOL.
Go ahead and complain and ask for compensation. Let us know how it works out.
In my view, this has less to do with law, and more to do with dignity and integrity.
Just because they "can" legally do something, doesn't mean it was the right thing to do.
And, I wonder if incidents of this type have increased under the CO regime.
