American Express has a family of prepaid / debit cards (pass, serve, bluebird, etc) that might work for the OP. Bluebird and Pass doesn't charge foreign transaction fees and I have used them in ATMs in Europe with no problem. And they can be reloaded in various ways using points earning credit cards (Vanilla Reloads, etc). OP could do this, but he will have to check up on the latest in the 5 points of everything threads. OP will not get 3k over in a single transaction, but if the 3k can come dripping down the road, then it might work.
I have to send it all at the same time and I can't use Bluebird etc. The money has to reach one my relatives for her tution at her university in Italy. I was mainly interested in xoom.com kind of service where I can pay with my credit card but not incur a cash advance fee.
I could do paypal as one of the posters suggested but I am not sure at this point if the person I need to send the money to has or can open a paypal account.
Thanks all for chiming in. If Xoom kind of service does not work with credit card, I may just have to wire the money from my checking account.
