I agree with the basic sentiment though. There is very little reason for someone who is legally in the UK to become an illegal immigrant in the Netherlands. Not all governments see reason though - and certainly the UK government seems very worried about the Swiss or Dutch overrunning the UK because of some obcure reason (which nobody in these countries would even dream to understand).
Yes, you must have your passport checked entering or exiting the Schengen zone. I agree that it's quite a huge oversight on the part of the police.
And there's plenty of examples of people being legally in the UK and illegal in Schengen. The most obvious one is people with a UK visa, but not a Schengen visa.

That is necessarily the case. Someone can have a UK visa (and thus be thre legally), but not a Schengen visa. Indeed someone could have come from anywhere, do an airside transfer, and not even be checked by UKBA.
