Don't think it has anything to do with Cat III certifications as there are no Cat III runways in YYT (yet...work is apparently underway). A post on Westjet's twitter account mentions that their ops team wouldn't t permit landings due to crosswinds. It has been fairly breezy out here but nothing that strikes me as being extreme enough to shut down flights for two days.
