As at most/all of the world's international airports, before collecting baggage you have to clear immigration. (If visa-free entry is not available for your nationality, you will need a visa.) Then, after collecting baggage you have to pass Customs.

I asked here a few days ago about rechecking baggage at HKG after collecting it but before clearing Customs; I was told that it cannot be done. That thread is currently on the front page.

PS regarding whether OZ will check baggage through, the Asiana forum would be better.
