Yes, USG rules -- DOT and otherwise -- routinely apply to foreign airlines on tickets to/from/within/via the US and there is no voluntary self-exclusion from US laws and regulations for those doing business to/from/within the US, short of withdrawing from the relevant markets.

IATA rules however are voluntary and don't have same force as law and government regulation.
