Trying to book a car and use the Hertz-Delta promo described on this page:

For the nearest airport location, dummy booking goes through fine and accepts both the discount code and the Skymiles bonus code. The nearest HLE only accepts the discount code but not the promo code. I did a quick search of old threads and it seems like this is a recurring problem.

Is the rule that HLEs don't "have to" accept promo codes? Or that you can only get them retroactively by writing in to corporate?

Pricewise it's only a $10-15 difference between the airport and the HLE, but it would be extra helpful to get picked up rather than have to pay for a cab to the airport.
