The next thing I think needs to be addressed above and beyond the point of putting in place a tarmac rule is the focus on the FA's being given some form of crisis management training if for no other reason than being able to speak and deal with potentially unruly pax. Lets face it, people don't go from calm to unruly in the blink of an eye and for the majority of people there is a gradual build up and series of events which cause people to boil over. If the FA's were properly trained (or cared) they would hopefully be able to spot the people who are about to lose it and try and calm the situation before it gets to the point of contemplating law enforcement involvement!
F/As do receive Conflict Management training (at least in the QK world they do), and with the exception of evacuation drills makes up the one largest components of FA annual training over the past two years (On top of my flying duties I also instruct annual training for QK FAs).
The written warning is a pre-printed warning that we have available to us, that should be used just prior some kind of major action by the crew, i.e. Deplaning/Diverting to deplane, or heaven forbid having to use restraints.
