I've never been charged the change fee in this situation. I've done to Tango to Tango+ upgrades and I've done T+ to Z fare upgrades about 3-4 times a year. The first time I ever tried was about 3 years ago, the latest time was in October. I find about half the time the agent waives the change fee unprompted and about half the time I have to mention it and they check with a supervisor.

Most of the time I'd never do the upgrade if I had to pay the fee. I was no status for two of those years, and *E for one year while doing it, so status did not seem to play a factor.
