Yes the whole point of it is that you can book ACV booking classes (which are normally Tango) and still request an upgrade at check-in (NA and Sun destinations only). SEs can also do the same for these routes on Aeroplan tickets.

Most of these routes (except for Cuba) you can book in Flex on aircanada.com, so there are still ways to make them upgrade eligible.
