The Greyhound drivers have a great amount of authority when it comes to standby passengers. In most instances that I've observed, the driver will allow the standby passenger to board if there are seats on the bus, and there aren't too many more pick ups on that route. Greyhound started added fees, but their systems are so outdated at this point, that they have trouble applying the fees across the entire system.
