I was wondering for a category five hotel is it 35k points under Gold status or is it 35k points period for a free night?

Also if you have points can you reduce the fee of the hotel rate/final room rate? Like lets say you have 35k points and you are silver status, can you reduce the room rate per night even if you can't get a night free?
