If your social security number starts with a zero, you won't verify. This is a programming issue within their system, and was told to me straight from an Amex representative (a real rep, not one of the useless Amex for Target CSRs). If I had to guess, I'd bet that they're storing socials as a number rather than a string, so leading zeroes get dropped and cause a mismatch. So if your social starts with a zero, don't bother trying to get a Target Amex right now. The rep said they were working on the problem but didn't have an ETA, although she's going to get back in touch with me (hopefully) once they fix the issue. I'll post another update then.
Obviously if anyone has a counterexample, please post here. But this explanation checks out with my own experiences.
