Your mistaken, Global Entry is quite different from Fast Track. It's not based on a commercial relationship between an airline and CBP as is being discussed here and which I understood CBP are unable to enter into.
The criteria for Fast Track access is set by airlines and is based on a passengers commercial importance to their business. Global Entry criteria are set by CBP and only discriminate on the basis of a broad risk profile. It has nothing to do with passengers commercial value. Some airlines do refund the cost of Global Entry, but can only do so if passengers qualify for the scheme.
