Nah. I've had several BPs that had new seat assignments, and Pre-Check worked just fine..

Likely another clerk making up something.

It's possible that the BP might not have been properly encoded, which I recall has happened with some stations. (Can PDX still not print Pre-Check enabled BPs behind the counter?)
