That's (relatively) new then. I was with Rogers until around summer 2011, and at that time, as long as you had any (non-roaming) text plan, incoming texts were free while roaming.
Maybe it's just "old". My wife's been charged a few times for received texts when she hasn't had a roaming text plan, but her Rogers plan is a really old retention one.
