If there is a galley or a lav in front of you, obviously there will be no floor storage.
IIRC some A319 have a tight opening that is about 8" tall.
FAs often have the credit card readers in a Pelican case stashed where it often blocks the bulkhead aisle's floor storage space on 319/320 and 737.
