Redemption seats in J and F are hard to get - few are released and whether you are Gold or Blue makes no difference for those (we do have extra inventory in Y only). So yes, your experience is entirely normal and consistent with the programme.
It really depends on which route and date, I've found reasonable availability when I've travelled.
