I think I will pop along to the post office and get one just in case. American cops - Florida Highway Patrol in particular, have a bad enough reputation. As the saying goes - "Ignorance of the law is no excuse "
The law was introduced on 1 January 2013 or a law was introduced earlier and became effective as law on 1 January 2013?

Give it to state legislators to introduce and try to enact laws that run contrary to federal and international standards. Not surprised that Floridas legislators would pass something that is DOA.
