What phone booking fee?
As for the reinstatement fee that the OP did mention, I do think that this seems wrong with a single PNR. Yeah, I know that awards are one way bookable. But in a single PNR, it seems that the reinstatement should be treated as one. There may be wording that says that what they did is right...but it still seems wrong
