This is the first I read about Jiro and foreign customers. Most things I read simply state that non-Japanese customers are not favored in his establishments.

In my experience this is not true re Sukiyabashi Jiro, many non-Japanese customers come alone and one does not even need to speak Japanese, let alone be a native speaker.
For tempura, I highly recommend KONDO. Quite amazing.
