Consensus is that the Rouge product will be more or less a flying cattle car. The aircraft will have smaller, narrower seats than what one sees in the current AC mainline planes, and many more of them since the idea is to make their money on volumes. The premium seating they announced sounds awfully similar to the current economy class seats in the mainline fleet. I have no idea on what the in-cabin service will be like, but I would not expect much.
Yul36 is correct, you should find another travel agent because this one didn't do you any favours at all.
For what it's worth, Air Transat has a premium seating product called Club Class that is a popular premium product .... big comfy seats with a decent pitch, and quite good in-cabin service and meals. You often see YYZ-ATH priced in Club Class at around $1,600, $1,700 (total - not an upgrade charge) .... and no doubt a good TA would be able to get deals.
Personally, I would go back to the TA, tell them what they came up with in unacceptable, and demand better options.
