The AA.com US website doesn't work for me that way. The system alerts them that my card was issued in another country even if I give them a US billing address, so they are "forced" to charge me an extra 18% tax. The Europe website doesn't discriminate my Amex.
No you will only be able to use any of the European websites. I used multiple website already (UK, Germany, Belgium) and they all seem to work with my Belgian CC.
The Hold function is available on all of the European websites as well. (It's a bit odd though, you have to click purchase once but on the next step you can fill in your traveler's details and choose 'Hold').
I use AmEx for payments most of the time as well and never had any issues.
