Well - it turns out 3D was not yet occupied. About 5 minutes later, a plain clothed (i.e., not uniformed) NRSA boarded and occupied 3D. I know she was NRSA as I saw her boarding pass as she placed it down on the armrest (I was seated directly behind in 4C). Even snapped a picture of it for future reference.
Did you speak up at that moment to the FA or GA? The time to complain is on the spot - they would have a hard time explaining why a NRSA was sitting in a seat that should have gone to a paying customer.
