I'd avoid the GUM-MNL routing -- its a zoo clearing immigration and customs at Terminal 1 in MNL with a bunch of 747s arriving at the same time as the UA flights creating a chaotic mess lining up for immigration.

I saw several Jeepneys going between terminals. If they charge same as in the city, it's 9 Piso for a ride.
But do agree, that it's a major pain to change terminals, as even on a Sunday at 8 p.m. the shuttle bus takes forever due to traffic.
Oh, and on my last trip, the taxi to town showed almost 1,000 Piso on the meter. When I politely pointed out that I paid under 400 the last time, the driver was more than happy to take 400

FWIW, my one and only trip to CEB about six years ago there was only a $15 difference between coach and Biz on PR's MNL-CEB. Seemed like a no brainer for my first ever Upper Deck experience

A cheap guest house close to MNL, and cabs took care of changing terminals
