I definitely would avoid transiting in MNL--UA arrives in Terminal 1 and Cebu Pacific flies from Terminal 3, Philippines Airlines from Terminal 2. The "shuttle bus" is a major hassle between terminals--they show up random intervals and charge $1. A cab between terminals can cost $10-20.
I'd avoid the GUM-MNL routing -- its a zoo clearing immigration and customs at Terminal 1 in MNL with a bunch of 747s arriving at the same time as the UA flights creating a chaotic mess lining up for immigration.
If there is a direct from ICN to Cebu then this sounds like a winner.
I strongly agree with those who suggest caution/avoidance of MNL transfers.
