It is weird. I tried with my two different Gmail accounts. One has the English button, the other does not. I'm stumped.
On a hunch, can you go to
https://www.google.com/settings/account and make sure the right language is selected? Then go to Maps and see if it will behave.
Primary language: English / American
Second language: English / British
