I'm not aware of any offline apps that would get the job done more quickly and more flexibly than Excel--while it's not pretty, it gets 90% of what you want (a log) done, with only a little more legwork than some offline tool that may not even exist. If you are even the slightest bit programmatically inclined, then it shouldn't be too hard to whip up something that could even output paths for google maps.

I do believe there are some websites that aspire to your requirements, though.
