Yes, they can both do it.

3.4 and 4: no, this is superfluous if you've already connected in 3.1.

3.5) apply

4. Next up, from one of my i-devices connect to the local ssid that I just configured on the device

5. Open up a browser and try and surf from any of my i-devices. This should bring up the hotel portal on that i-device. Sign up. Pay.

6. Now if I connect from any other i-device, that portal should not come up because the mac address is of the router device and I already signed up once

Correct?
