Not since DOT defined that the ticketed allowance of the airline who is marketing the 1st sector on the itinerary applies to the whole itinerary. Assuming that the 1st sector is marketed by AA and is not a 9W codeshare , then it is AA's allowance that applies

That AA allows benefits beyond ticketed allowances for EP members, I do not think carry over

To the OP: The baggage allowance is required to be provided on the ticket iirc, so should be able to refer to ticket/e-ticket to see the allowance
