The SOP is whatever an FSD, an STSO, an LTSO or an individual screener chooses to make it.
A written complaint to the FSD followed up with a phone call at that airport should clarify that SOP is whatever the screeners want to do, again I highly doubt that threatening a passenger with retaliation in a sanctioned policy per SOP
