I am pretty sure that this statement is - without all due respect - nonsense.

The trains are overfilled because the Bahn sells too many tickets and then does not provide capacity. And why would they? Some creepy deranged court will dig out a 1935 piece of legislation that grants the Bahn immunity for not providing the services they sell.

Having said that - I had much less trouble with the Bahn than with Luftansa and use them now regularly over the NEK.

Actually you can.

I bought one 12 minutes out as a replacement for a train that I missed grace to LH and it was no problem.

I just don't see how that makes the train longer.
