With no chance of hurting feelings or getting bad PR, the airlines have already solved this issue..... on cargo flights. All cargo is charged a rate based on weight and dimensions/volume. There is no box that will complain to the media that they were discriminated against.
This is why the problem hasn't been addressed. I bet there's not a carrier in the US equipped to cover the PR and legal fees required to handle the mammoth discrimination lawsuit that such a policy would certainly cause.
I would pay more than a 100 pound woman but I'd certainly feel it was more fair than the current method of turning a blind eye.
