Borderline: 8/28 is beyond the 25% mark and if you consider the middle 50% to be "mid", then today is the beginning of mid-February, which ends on about February 21. If February had more days like other months do, then we wouldn't yet be at mid-month. Of course, leap year would complicate the math.
