There have been several reports of the domestic leg at the end of an international itinerary getting eligible for pre-check. Often times it's a matter of reprinting or accessing a mobile boarding pass and experiences vary.
Not sure if Canada counts as international, but I've have gotten precheck on the domestic legs of the flights.
