I'm going to guess this is relying on Africa connections. I've been on BRU flights several times for that reason (though, usually choosing EWR-BRU so I can depart DCA) and I've noticed half the plane seems to head for the T terminal.

However, interesting to note, they're going to need some serious corporate contracts to get enough business passengers to make this work. Air France and Lufthansa seem to have the DC/NGO market pretty sewn up!
