Because upgrades have everything to do with AC and nothing with Aeroplan. (Very reason of the Attitude program, as distinct with the Aeroplan BS.)
Smells like some Aeroplan employee gave someone a snow job? In other words, getting rid of you by making up an easy answer, passing the buck in the obvious direction? Mind you, hard to blame them since the question would have been misdirected in the first place?
The 2 factions created this finger pointing mess and it continues today. They love to blame each other which leaves us, their supposed loyal followers, caught in the middle. It annoying for starters and bad business overall.
