Taipei has 2 citi-wide internet services. Taipei Free is totally free. WiFly is paid. Obviously, it is not as easy as 3G as you have to find the hotspots and can't move around while you are using it. 4G/LTE won't be available for a while.
Both are available in many MRT stations - although you have to find the optimal spot. Taipei Free is also available on some buses! WiFly is available in many Starbucks and 7/11s.

for those who want to go with taipei free, register before you leave home. a validation code is sent to you via sms, and if you don't have service in taiwan, you can't register via your phone.
if you don't do it before you get there, you can theoretically register at a taipei visitor information center, or major hotels in the city. visitor centers are located at the airport, major mrt stations, and major tourist attractions. here is a list of hotels that can theoretically register for you:

i say theoretically because the sheraton taipei (which is on the list) had no idea what i was talking about when i asked them. ;D
