for those who want to go with taipei free, register before you leave home. a validation code is sent to you via sms, and if you don't have service in taiwan, you can't register via your phone.

if you don't do it before you get there, you can theoretically register at a taipei visitor information center, or major hotels in the city. visitor centers are located at the airport, major mrt stations, and major tourist attractions. here is a list of hotels that can theoretically register for you:

i say theoretically because the sheraton taipei (which is on the list) had no idea what i was talking about when i asked them. ;D
