Even if the TA gets no commission there still is no reason not to let the TA book the air. First, the TA will get whatever commission there may be, and overrides. Second, the airline pays the Amex discount fee, not the TA. Third, all the arrangements are now with one agent, a benefit in the event of IROPs.
