It does look like a booking agency fee, rather than the airline. Another reason to avoid purchasing through a third party if at all possible.

And be careful -- the regulations allow them some options. Some airlines offer a 24 hour "hold" before you purchase instead of a refund period after (I believe American is like this), and some airlines require you to go through more than one step to cancel and separately actually request the refund (the latter seeming to require a phone call); US Airways has been noted for that.

Always check the specific airline's (and agent's if applicable) terms, conditions, and policies before purchasing.
