Thumbs down Is this a new thing, a fee to cancel an airline ticket bought in the last 24 hours?

I always knew that there's no fee to cancel within 24 hours (if the flight is more than a week ahead) (see the DOT regulation http://www.dot.gov/affairs/2012/dot0812.html).

However, I had to cancel a few tickets, and there was a fee

Is there a change of the rules? Are they ripping off the people?

The same agency is used if you buy a ticket through Chase Ultimate Rewards (among others as well), but their T&C don't mention a cancellation fee (https://ultimaterewardsct.chase.com/terms/)
