Yeah it states, the bag fee waived at the end of my reservation confirmation.

The way I understand it, is that you get a Free checked bag when you travel (as the UA cardholder member, as long you used that card to book your travel) and one guest gets a free bag when they travel with you. So if I understand your scenario correctly, then yes, technically she could but it would leave you with just the carry on option or having to pay for the 3rd or more checked bags.
