I've had late checkout interrupted by housekeeping every time even when (re)confirmed with the FD, so it does seem possible that housekeeping is never involved. The idea to call housekeeping sounds good; I'll have to try that in the future.
When you request 4pm c/o just let the front desk know at the same time that they have to inform housekeeping as well. It's not your duty to inform every department of the hotel about your whereabouts and intentions.
