I wouldn't necessarily give up on this issue when you check in at ORD. When they ask you where you are going, tell them CCU. Full stop.
Don't tell them a story about how someone told you on the phone that you can't check your bags all the way to CCU. Just stand there with your mouth shut and act like you are expecting them to check your bags all the way to your destination like usual. You never know, they might just check them all the way, it's worth a try.
