3. There is actually some effort made to reach out to elites and a few bones are tossed their way. It may be in the form of DEQM or other targeted offers. It would be something tangible not fluff.
I don't see how a DEQM offer would help, this is mostly about reduced benefits FOR elites, not making elite.
