in addition to scoot, jetstar is also pretty rigid in asking for a return ticket if you are travelling out of Australia to Asia... however their requirement is only to have a return ticket from 'somewhere' in Asia. so for my flight MEL-bkk I was allowed boarding on production of a return ticket Hkg-MEL (which was on qf, but Jetstar said they couldn't access qf systems, and I would have to go find an Internet shop somewhere to print out my qf Itinerary. thankfully the qf ticketing desk managed to print it).
Why would jetstar (or any airline) require you to produce a return ticket back to Australia? What happens if you were flying one-way OZ - SIN - China or Japan, with a valid Chinese or Japanese visa and the SIN-Asia flight on a different airline? What about same situation but after a stay in China or Japan, flying on to the USA or Europe on yet another airline?

Is this an LCC problem?
