If there is a light load, it may be the case that all pax are seated in one cabin (probably WT) to make the service easier for the crew. The side effect of this is also a consistent product for all pax.
But IMO, it makes sense for the CW cabin to be offered to Business UK ticket holders and Gold/Silver.
