Pretty much. Never understood why people feel the need to show everyone what their status is (from FO--->DM). And it's not "in case my bag gets lost." If I can see your bag (and corresponding tags), that's because you've placed it in the overhead compartment above your head. Maybe I'll put my Marriott Rewards card, National Exec, Costco, and Kroger Plus Card on my bag (along with the receipt for the bag so everyone can see how expensive my luggage was) just to show how important I am. The ultimate DYKWIA move.

Edit to add: Checked luggage, I can understand people putting a tag on. However, my thought is that baggage handlers see a status tag and might be more inclined to see what goodies lie inside...
1) Do you expect people to add/remove tags from their bag depending on if they are checking a bag (or not) on an individual trip? That seems a bit ridiculous and unreasonable.
2) The tags can be useful to scan at kiosks etc. or for checking your SM number if you don't have it memorized.
3) Why do you care so deeply? Why not just mind your own business?
