Wouldn't it be the opposite? I think the average pickpocket would rather nick a local than a foreigner. These days, it's not like foreigners are carrying around more cash or goods than the locals.....

(Been pickpocketed 2X in China in seven years. One time careless with cash in my overcoat. Second time was a phone ~ no idea how the bugger got it out of my still-zipped bag.)
