Tibet Travel Permit is normally obtained by the tour agency the visitor is using to make the requirement prearrangements. This is normally a China- or Tibet-based agent. A copy of the TTP can be sent to the visitor to show with the passport, when checking in at Chengdu for the LXA flight. Or the tour agency will have a staff member standing by in Chengdu to meet the incoming international flight and provide the original. People who will fly into Chengdu and stay for one or more days, can usually get their TTP sometime during their stopover, before flying or training on to Tibet.
It won't add another layer to the connection process, just will be another piece of paper quickly looked at during check-in.
